sootsim timeline

Distinct from sootsim record (video) and sootsim debug record (engine channels): manages the semantic agent-facing event stream that backs sootsim what-happened. Cheap kinds record at all times; opt-in kinds (scroll, gesture, text-input, reanimated, animation) need to be enabled.
